In MS-Windows, CTRL-V doesn’t start the blockwise visual mode. What

happened? The mswin.vim script provides key mappings and options to make Vim behave like a MS-Windows application. One of the keys mapped is CTRL-V which is used for pasting text in MS-Windows applications. This will disable the use of CTRL-V to start the blockwise visual mode. The mswin.vim script maps CTRL-Q for staring the blockwise visual mode. So you can use CTRL-Q instead of CTRL-V.
